1、 Project background

In recent years, electric bicycles can be seen everywhere on the road. Compared with bicycles, they are more labor-saving and faster; Compared with cars, they are freer, more environmentally friendly, not affected by traffic jams, and do not emit exhaust gases that pollute the beauty of the city; Compared with motorcycles, they are more suitable for public use and easier to operate. E-bike has many advantages and is very popular. The subsequent E-bike theft cases also emerge in endlessly, but the current laws and regulations on the management of E-bike are not perfect. Most of the e-bikes have not been registered, so it is difficult to get them back after they are stolen. It is difficult to identify the owner of the stolen vehicle, so the anti-theft management of E-bike needs to be strengthened.

At present, the common anti-theft device of electric bicycle on the market is remote control anti-theft alarm, which has high sensitivity and the alarm sound exceeds 100 dB. It can basically meet the needs of ordinary electric bicycle users. But the false alarm rate of the device is high, such as wind and thunder, children's play and so on, which is easy to trigger the alarm. This kind of noise pollution caused by false alarm pollution and public nuisance phenomenon is serious, so most of the electric bicycle users do not open the anti-theft alarm device, resulting in some offenders have the opportunity to ride, and the phenomenon of electric vehicle theft is more and more serious.

Recently, GPS positioning anti-theft alarm appeared in the market, its cost is high. If the government financing, investment is too large, can not promote. According to reports, a city has invested more than 10 million yuan to install 50000 electric bicycles free of charge, which is too cost-effective. In the future, we must cooperate with operators to pay GPRS traffic fee every month. Compared with the use of Internet of things technology, "electric vehicle anti-theft management system" technology is mature enough, and the cost of a RFID anti-theft system is relatively cheap. Electric bicycles or other valuables are easy to be accepted by the public, and have broad development prospects.

2、 Scheme introduction

This scheme uses advanced RFID technology, ultra-low power consumption, durable, waterproof, long distance, service life of more than 3 years. It has a unique RFID code in the world. The device status information is written into the chip and communicated with the supported remote reader in two ways.

The scheme not only has the functions of traditional data acquisition, transmission and two-way communication, but also can diagnose the stolen vehicles in real time and send out alarm signals without system software for data processing. It is more suitable for remote, independent and unable to connect with the system.

"Electric vehicle anti-theft management system" consists of two parts. One is to install the remote card reader at the entrance and exit of the community, collect the data of the electric bicycles in and out of the community, alarm against theft, and be found and handled by the security in time. The second is to expand to every street, install remote readers and authors at the crossroads, entrances to large supermarkets, hospitals, vegetable markets and other vehicles, and operate network and social monitoring system, "3.20" project and "110" command center to record the operation status and tracking information of real-time social electric vehicles, and provide more detailed clues for investigation and solution.

3、 Technical requirements:

Using RFID technology, including electronic tags, card readers and supporting computers, network equipment, each monitoring point needs to be connected to the public security network. On the one hand, it can obtain the shared vehicle data, and at the same time, it can compare the stolen vehicles.

Electronic label:

Each car is equipped with two active RFID tags, one is installed on the E-bike and the other is carried by the owner; After the new car is licensed, it can be directly installed at the license plate point.

Fixed and portable readers:

When the E-bike passes by, it can obtain the electronic tag information and compare the intelligent multi tags. If the vehicle is stolen, the alarm information can be generated in time and sent to the system service platform.

Collect vehicle electronic tags through handheld reader to find stolen vehicles in time.

Matching alarm function:

1. When the E-bike passes through, the system uploads the alarm signal when the vehicle electronic tag information obtained by the system does not match the electronic tag information carried by the owner;

2. When the E-bike passes through, the electronic tag information obtained by the system matches the electronic tag information carried by the owner correctly, and then uploads the normal data information;

3. When the vehicle is not entered and only the electronic tag carried by the owner passes, only the passing time of the tag is recorded;

Stolen vehicle comparison and alarm requirements:

After reading and writing the electronic tag information of the E-bike, the system compares the data with the stolen E-bike garage through the public security network. If it is found that the passing vehicle is stolen, it means that the vehicle is abnormal and needs detailed inspection.

4、 Effectiveness of the plan

1) Improve the manageability: double card associated identification, vehicle information system management, real name information system, greatly improve the manageability of electric vehicles.

2) Reduce management costs: higher efficiency and more controllable bicycle anti-theft measures greatly reduce the theft probability of electric vehicles and improve the overall safety level.

3) Collect vehicle information comprehensively and change "traditional" management into "intelligent" management. The vehicle information collected and recorded by the vehicle label makes the electric vehicle have the information identity and become the important object of the basic information collection of the community police, which effectively strengthens the daily management of the electric vehicle.

4) The real-time monitoring of vehicle track changes from "static" anti-theft to "dynamic" anti-theft. When the illegal electric vehicle passes through the identification area, it judges the alarm information and connects with the police command system to command the police to search in real time according to the movement track; In addition, through the connection with the police monitoring system, the vehicle can be captured and the image data of the driver can be obtained to provide clues for the investigation.

5) It can effectively improve the safety factor of vehicles and change the "limiting" protection to "real-time" protection. The anti-theft system is also equipped with portable mobile phones for dynamic inspection by police and security personnel to detect suspicious vehicles around. When the suspicious target appears, the mobile phone will give an alarm, and the security personnel can identify the suspicious vehicle by displaying the distance and characteristics of the suspicious vehicle.
